A peine la cérémonie de présentation des nouveaux ministres, membres du gouvernement d’union nationale du Premier ministre de consensus, Camille Vital, effectuée, un conseil des ministres s’est tenue dans la salle de conférence du Palais d’Etat d’Iavoloha. Voici les recommandations du Président de la Transition Andry Rajoelina.

Nous devons mettre en place une stratégie pour la lutte contre la corruption. Ainsi, en tant premier responsable de vos ministères respectifs, il vous est demandé d’avoir une conduite exemplaire face aux diverses sirènes de la tentation sous toutes ses formes.
Dans cette optique, des mesures devront être appliquées et applicables afin de levée le doute sur tout soupçon de corruption au sein de ce gouvernement. Ainsi, tous les membres de ce gouvernement devront effectuer une déclaration de leur patrimoine meuble et immeuble et, je le souligne ici, les dirigeants et les administrés sont tous égaux aux yeux de la loi. Par ailleurs, dans les dispositions de la Constitution de la IVè République à ce sujet, sont inscrites les droits et les devoirs de chaque citoyen.
Il ne sera plus toléré les mauvaises habitudes pratiquées par les dirigeants qui se sont succédé à la tête de la Nation. Aussi, s’il y a des abus de pouvoir, il ne pourra y avoir aucune excuse. La principale mission du présent gouvernement est la gestion des affaires courantes, selon la feuille de route paraphée le 9 mars 2011. Et, pour respecte le calendrier électoral, il est crucial que chacun de vous unissez vos forces et vos efforts avec les ministères directement impliqués dans le processus électoral et l’organisation des élections. Il faudrait que, pour cette fois dans le pays, nous participerons à des élections justes et transparentes. Cela exige déjà qu’aucun dirigeant administratif ne s’implique dans le soutien d’un parti politique ou d’un candidat.
Lors des campagnes électorales, l’utilisation de matériels administratifs ne sera plus tolérée. Vous devrez absolument respecter la neutralité de l’administration. Dès aujourd’hui, il faudra procéder à la dépolitisation de l’administration.
Tout cela requiert une solidarité sans faille de votre part. Vous devez vous donner la main pour le bien-être du peuple malgache.
